Carl Pancutt
​CEO
Cleantek's founder and CEO is an engineer with 20 years of experience of electrical control systems; from power stations and substations, to industrial production process systems.
In 2014, Carl began to manage the engineering and construction projects for high-power DCFC sites and energy storage projects. With this experience, he went on to become the Director of Network Development and Operations for Recargo, the developers of the EV charge finder app PlugShare. Carl was responsible for site acquisition, engineering, construction and operation. Projects included the engineering, construction and operation of California's very first high-powered EV charging facilities (capable of up to 350kW) with energy storage.

Carl holds a BEng in Mechanical Engineering with Honors from Loughborough University (UK).

Michael Jones
Director
​Preconstruction Services
Michael Jones comes from the electric utility industry with over 33 years of experience working at Southern California Edison (SCE). Michael has an extensive background of the utility infrastructure, CPUC Rules and Rates, FERC policies, CEC programs and the electric utility industry. Mike’s experience includes the planning and project management of large-scale utility projects that involve distribution, substation and transmission systems. Implementation of quality assurance programs and process improvement initiatives and brings years of experience in engineering, construction and operations.

Mike performed consulting engagements, case studies, technical reviews and emergent investigations for senior management. He conducted contractor audits to identify control deficiencies, questionable work trends and overbilling practices. He provided detailed observations, recommendations, and issued confidential reports. Mike consulted management on implementing new procedures for work order cost estimating, planning procedures, work scheduling, and field accounting practices. He served as facilitator and subject matter expert over the Technical Review Board, the Policy and Procedure team and the Standards Review
team. He also worked under attorney-client privileged investigations and special assignments. Mike holds a BS in Business Management from Pepperdine University.

Michelle Licata
Manager
Engineering
Michelle holds a Bachelor of Science, in Civil Engineering Technology from Metropolitan State University of Denver, Colorado. Michelle’s civil engineering experience includes ten years of land development design and development review, to include six years of design engineering in both residential and commercial development, two years of development review in both Community Development and Public Works Departments at separate city agencies, and three years of electric vehicle charging site assessment and development. Michelle’s electric vehicle charging experience includes compliance with accessibility standards of Division of State Architect and California Building Code regulations, and has experience coordinating with
multiple city and county agencies in preparation of required documents and preparation of civil drawings for permitting and approval for electric vehicle site development. In addition, her experience includes coordinating with local utility companies and other government agencies.

Mike Klepper
Manager
Operations
Mike has extensive operational experience in multiple industries both within California and throughout the United States. Mike has developed CRM and scheduling systems to drive efficiencies and flexibility in organizations.

Brian Phillips
Manager
Construction

Brian holds a general contractor (CA B license) that has constructed countless DCFC charging sites for multiple CPOs throughout California. His experience navigating the construction process with utilities, inspectors and vendors is a key asset for planning, estimating and construction.
